SNBI vs. NBI: What’s Changing in Bridge Data Management

SNBI stands for Specifications for the National Bridge Inventory. In particular, SNBI is a document that contains the specifications for reporting data on highway bridges to the Federal Highway Administration (FHWA). Comparing SNBI and NBI When comparing SNBI to NBI, the key difference is that SNBI—Specifications for the National Bridge Inventory—introduces a modern, updated, and standardized framework for reporting bridge data to the Federal Highway Administration (FHWA). For the most part, it replaces the older Recording and Coding Guide, commonly known as the NBI, which is being phased out. This transition brings significant changes to how bridge data is collected, structured, and analyzed, with a focus on improving data accuracy and providing more comprehensive insights into bridge conditions and safety. In essence, SNBI delivers a more detailed, consistent, and refined system for bridge data management compared to the older NBI format. Key Considerations in the ...

Top SNBI Changes and Updates You Need to Know

The latest changes to the National Bridge Inspection Standards signal a significant shift for agencies, raising questions about their preparedness to meet new requirements and what lies ahead. The transition to the new Specifications for the National Bridge Inventory ( SNBI ) marks a significant shift in how bridge data is collected, evaluated, and reported. With an expanded dataset of 154 elements replacing the previous 120, updated condition rating terminology such as “Poor,” “Fair,” and “Good,” and a sharper focus on Nonredundant Steel Tension Members (NSTM) in place of traditional fracture-critical classifications, expectations are rising. Adding expanded coverage for Tribal bridges, revised personnel qualification standards, and a critical March 2026 FHWA submission deadline raises the question: not whether change is coming, but how prepared agencies are to adapt. Key Data & Reporting Changes in SNBI More Data: SNBI adds 34 new data attributes, expanding the depth and...

What Is SNBI? The Specification for the National Bridge Inventory — Fully Explained

SNBI — the Specification for the National Bridge Inventory — is the federal technical standard issued by the Federal Highway Administration (FHWA) that defines how bridge inspection data must be collected, structured, and reported to the National Bridge Inventory across the United States. It replaces the decades-old Recording and Coding Guide and introduces a rigorous, element-level data collection framework aligned with modern inspection practices and capital planning requirements. For every agency that owns, operates, or inspects highway bridges on public roads, SNBI compliance is a federal requirement — and getting it right is essential for funding eligibility, accurate performance reporting, and credible infrastructure management. What is the core difference between SNBI and the old NBI coding guide? The legacy Recording and Coding Guide assigned single condition ratings — deck, superstructure, substructure — on a 0–9 scale per component. SNBI replaces this with element-le...
